Basically in PvE it does only the same as sonic bomb

Savage roar knocks down in pve sometimes, its just really rare. If it wasn't, it'd be incredibly overpowered.

Skillseal works in PvE, just not very often. To the extent that I don't give it much thought. I'm more bothered by the fact that Skillseal immunity doesn't give any resistance to Typeseal, which is arguably much more annoying.

Just grind out panacea, honestly.

Panacea gene is Dragon element though. I wouldn't put it on a non-Dragon Monster. I've already got Panacea XL on my rider's talisman, though it isn't exactly super reliable.

I've got Panacea L on my nergi, and it seems to proc fairly often on calamity slash's defense debuff. Sure, it's not 100%, but I think it makes up for its raw reliability through the sheer volume of things it can block. While it probably doesn't hit 100% at XL**, you'll be dealing with far fewer debilitating statuses and debuffs overall. The sheer versatility of the skill makes it immensely efficient as a defensive tool. Also, I'm fully convinced that bingo purism is a total noob trap. There's far too many good passive genes to stick up your nose to just because they don't match your board. The bingo bonus is only part of the equation, after all.

Abandoning a hefty chunk of damage output in favour of one or two passives is more of a n00b-trap.

Diminishing returns trading 10% damage for 2 useful passives is entirely worth it, especially for things like Salt in the Wound which will bump damage more than that measly 10%
